NEWSThe Broadband Forum Introduces a Standardized Service Layer for Matter |
The Broadband Forum recently released the TR-517: MatterService Data Model for USP Enabled Devices specification combining the Matter protocol with its existing User Services Platform (USP/TR-369) and TR-181 device data model. The specification provides a common interface through which broadband gateways, routers, and smart home hubs can manage Matter devices regardless of manufacturer and/or smart home ecosystem.
While Matter has succeeded in establishing interoperable connectivity between smart home devices from different manufacturers, service access and device management often remain fragmented across proprietary platforms, cloud services, and vendor-specific applications. TR-517 aims to address this limitation by introducing a standardized service layer that exposes Matter devices through Broadband Forum's USP architecture, enabling service providers and developers to build applications once and deploy them across multiple Matter ecosystems.
TR-517 enables Internet Service Providers (ISPs) to manage and build services around Matter-enabled devices, with potential applications including diagnostics, automation, energy management, and customer support. The data model used in TR-517 is also designed to update automatically and remain aligned with Matter’s evolving device definitions, thereby providing ISPs with a future-proof solution.

As broadband connectivity becomes increasingly commoditized, operators continue to search for adjacent service revenue streams with low customer acquisition costs. Operators already control an important piece of infrastructure inside the home through their broadband gateway, so TR-517 allows operators to leverage existing gateway deployments to deliver managed smart home services without developing and maintaining integrations across multiple proprietary ecosystems. Some of the key benefits of the new TR-517 specification are highlighted below:
- By reducing integration complexity, TR-517 lowers the cost and risk of developing managed smart home services. This may prove more significant than any individual use case, as operators have historically struggled to justify smart home investments across fragmented device ecosystems. The Broadband Forum has specifically positioned the gateway and smart home hub as potential platforms for innovation and monetizable services.
- For operators already deploying USP-enabled gateways, TR-517 reduces the cost and complexity of expanding into managed smart home services by leveraging infrastructure that is already installed in customer homes. Conversely, incumbent smart home ecosystem players such as Apple, Google, Amazon, and Samsung may face a future in which broadband operators and third-party developers have greater access to the underlying connected home, potentially reducing the reliance on proprietary ecosystem interfaces as the exclusive path through which operators access and manage connected-home devices.
- More broadly, TR-517 continues the Broadband Forum's effort to evolve the residential gateway from a connectivity endpoint into a service platform. By providing a standardized interface to Matter-enabled devices, the specification allows operators, application developers, and third parties to build and deploy new services across multiple smart home ecosystems without being constrained by vendor-specific integrations. This could accelerate innovation in areas such as home automation, energy management, customer support, and other value-added services, while enabling operators to play a more active role in the connected home landscape.

The most promising early opportunities are likely to be operational rather than consumer-facing, as remote diagnostics, support automation, and service assurance can deliver measurable cost savings before operators attempt to establish new revenue-generating smart home services.
- Broadband providers should begin evaluating TR-517 as a foundation for value-added smart home services. Rather than simply using Matter compatibility as a hardware building opportunity, ISPs such as Orange and AT&T should leverage TR-517 to augment their broadband propositions with differentiated services. Early opportunities could include remote diagnostics, energy management, security, and proactive customer support, allowing operators to test whether consumers are willing to pay for services built around their existing connectivity relationship.
- However, operators and device manufacturers should avoid treating TR-517 as a guaranteed new revenue stream. Adoption should initially focus on use cases where operators have a clear advantage, such as remote device management and customer support, before expanding into more complex services. This would allow the industry to validate the commercial value of the standard while Matter adoption continues to grow.
- For smart home ecosystem and device vendors, supporting standardized service interfaces could provide additional distribution opportunities beyond proprietary platforms. Incumbent ecosystem players such as Apple, Google, Amazon, and Samsung should not view operator access as a threat to ecosystem control; instead, the incumbents could use it to increase device utilization and enable new services while retaining differentiation through their own hardware, Artificial Intelligence (AI), security, and consumer-facing experiences.
TR-517 does not alter the competitive dynamics of the smart home market, but it establishes another building block for where the industry could go next. Matter has created a common language for smart home devices, while TR-517 begins to create a common way for service providers to manage and build services around those devices. Ultimately, TR-517's significance lies less in the specification itself and more in whether it can establish a common service layer across the fragmented smart home ecosystem. If broadly adopted, it could help shift the residential gateway from a connectivity device to a programmable service platform. The specification’s success will ultimately depend on adoption by gateway vendors, service providers, and the wider Matter ecosystem.
