In the last ten years the carrier LBS platform business has promised much, particularly with the dawn of consumer applications. The reality is that beyond mandated regions, such as the U.S., South Korea, and Japan, adoption has been limited as carriers remain skeptical on the revenue benefits versus the upfront costs. With carrier consumer LBS services losing the battle against smartphone applications, the incentive for carriers to deploy LBS platforms is limited.
