In this arms race, the criminals often appear to be winning. Even when a company buys a tool that provides them with the firepower to keep intruders out, IT personnel often have neither the time nor the expertise to use the tool effectively. On the other hand, the fourteen-year-old expert hacker in Bulgaria does not have a job and is too young to drive, so he has all the time in the world.
