The Corporate Average Fuel Economy (CAFE) legislation was enacted by Congress in 1975 following the fuel shortages produced by the 1973 Arab Oil Embargo. While on the surface this might have seemed like a reasonable approach, consideration of practical matters and actual experience leads to other conclusions. Mandating product performance is always tricky, especially when the idea of mandating consumer preferences is not an option.
