Russia’s Ambitious National ID Dream

The year 2012 will mark a new era in Russia’s national ID program. Legislation has been pushed through so the adoption of the new UEC (Universal Electronic Card) will begin issuance as of January 2012. All citizens over the age of 14 must have the card. The document is being hailed by the Russian government as the first true “one card does all” document. The claim is that the document will have banking, payment, transport, passport, and identification applications.
