Public Safety Communications over Cellular Networks: Does LTE Change the Equation?

It is a long held belief that cellular technologies based on GSM, UMTS and CDMA2000 standards are not suitable for public safety communications. At the most basic level, base stations and radios of these standards have not been aligned with the requirements of public safety personnel. Yet cellular data technologies have made a quantum leap forward relative to public safety standards, offering public safety personnel a glimpse of the benefits when applied to public safety use. Recently the FCC granted waivers to 21 US municipalities to use 10 MHz of spectrum in the 700 MHz band for a public safety wireless broadband network based on the LTE standard. Does LTE change the equation for use of cellular networks for public safety communications?
