Hybrid Taxicabs: Does Mandating Them Make Sense, Or Is There a Better Alternative?

Recent announcements by the Mayor of New York City and other politicians around the United States that they would be either encouraging or mandating hybrid vehicles for use as taxicabs in their respective cities has been applauded as a positive action. But is it a win for everybody or are there some losers in this approach? It is a much more complex issue than simply choosing a vehicle with better fuel economy.
