The proliferation of GPS-enabled mobile phones has lowered the barriers that previously hindered adoption of commercial vehicle telematics by small and medium enterprises in Japan and South Korea. Lower profit margins have forced transportation carriers in both regions to maximize fleet efficiencies and minimize operating costs. The challenge has been met through the utilization of electronic Fleet Management Systems (FMS). Under the Japanese Government’s ambitious ITS (Intelligent Transportation System) project, Japan’s commercial telematics adoption has grown, not only for freight trucks, but also for emergency vehicles, rental cars, and public transportation fleets.

In South Korea, the availability of location-based services (LBS) via the mobile handset has led many service providers and hardware manufacturers to extend LBS applications to commercial fleets.
