Even though the conclusion of the 700 MHz auction caused no real surprises, significant changes in the marketplace will occur nonetheless. Changes were already underway, but the auction may have brought them to the forefront. One example is the open device and open application rule stipulated for the C-block license which was mostly secured by Verizon Wireless. Verizon launched its Open Development Initiative on 19 March 2008. This initiative enables Verizon to provide device vendors with the specifications required to develop devices to run on its network. In the past, only Verizon-approved and supplied applications were allowed on Verizon’s network.
