President Obama’s bailout plan, known as the ARRA (American Recovery and Reinvestment Act) could be a boon for wireless broadband deployment in the United States. Although the details of the national broadband policy have yet to emerge, it’s becoming clear that the emphasis is on providing broadband connectivity to rural, unserved, and underserved communities, educational institutions, medical and healthcare providers, and other community support organizations. Obama’s vision is quite impressive, which is essentially to make broadband as pervasive as possible, and for it to be perceived as a utility just like water, sewage, and electricity. Some have compared Obama’s broadband policy to President Roosevelt’s 1930s initiative of expanding electricity coverage across the United States.
